Tuesday, May 7, 2002, 7:30 p.m. Memorial City Hall

Present: John Breanick, John Rogalski, Mark DiVietro, Donna Bruno, Sam Giangreco, Laurie Michelman

Staff: Vijay Mital, Director of OPED; Steve Lynch, Sr. Planner; Nancy Hussey, Assistant Corporation Counsel; Jim Moore, Code Enforcement Officer

The Chair called the meeting to order, roll was called and the Pledge of Allegiance recited.

Agenda Item 1: Approval of minutes from April 2, 2002

Chair asks for a motion to accept the minutes from April 2, 2002.
Motion made by John Breanick and seconded by Sam Giangreco.  All members vote approval.  Minutes approved and accepted.

Agenda Item 2: Public Hearing Special Use Permit at Auburn Document Center, 74 Genesee St.  for a moveable lettering sign.

The Chairwoman invites the representative to speak.

Chair asks for a motion to accept SEQR.  Motion made by John Rogalski and seconded by Sam Giangreco.  All members vote approval.  Resolution passed.

Chair asks for a motion to accept the special permit.  Motion made by John Breanick and seconded by Donna Bruno.  All members vote approval.  Resolution passed.

Item #3: Public Hearing for Site Plan Review for proposed Kinney Drug Store on northwest corner of State and Seymour Sts.

Chair invites owner or representative to speak.

Michael Oprovide neighborhood pharmaceutical service, is family & community oriented.  Mechanics of the site plan is to gain input from the neighborhood.  There will be a stockade fence along the north & west sides. Landscaping will be implemented.  There will be a dumpster in the northwest corner which will be screened, fenced & locked.  There will be 4 site lights aimed down so as not to go out into the surrounding properties.  There will be typical signage at both sides of the entrance, sign for services offered, pylon sign at corner with landscaping at base, traffic directional sign will be pavement markings.  Eight properties and 10 buildings will be involved with all buildings being demolished.  An environmental review will be done but there are no dangerous materials.  Existing utilities will be tied into, storm drainage will tie into State St.  The business will provide 20 reviewed

Virginia Androsko contracted.  Building height is raised so that storm water will flow toward State St., with catch basins to receive it, except at driveway, which flows onto State St. toward the prison.  There should not be a significant impact on traffic as the people targeted to shop there are those that live in the neighborhood anyway and are stopping on their way to or from home.

Tom Weed - there are some accidents but not in the top 10%, has not received any complaints re: parking, State St. study was being done (to include it in the NYSDOT projects list).  There is a crossing guard at intersection 2 hours in a.m. & 2 hours in p.m.
